滦河流域生态流量保证程度分析

为更好地对生态流量满足程度进行定量化分析，提出了生态流量保证率的概念。通过对滦河1957~2011年降雨、径流的分析计算，得出如下结论：滦河生态流量在1979年后受人类活动影响较为剧烈，尤其在1998年后，滦河的生态流量保证率仅能维持在70%左右；降水量和水利工程用水是滦河近年来生态流量得不到满足的主要原因。研究结果可为滦河的河流生态环境保护及水资源科学配置提供参考。

Analysis of guarantee degree of ecological flow in Luanhe River

To analyze the guarantee degree of the ecological flow quantitatively, the concept of ecological flow guarantee rate is put forward. Through the analysis of rainfall and flow data of Luanhe River from 1957 to 2011, it is concluded that the ecological flow of Luanhe River was affected by human activities significantly after 1979, and the guarantee rate of ecological flow was nearly maintained at about 70% after 1998; the rainfall and water consumption of water conservancy projects are accountable for the fact that the guarantee rate fails to meet the ecological requirement. The study provides the reference for the ecological and environment protection and scientific allocation of water resources. 
