摘    要:综合计划管理是推动国家电网公司集团化运作、集约化发展、精益化管理、标准化建设的重要手段,是公司战略目标及发展规划顺利实施的重要保障,是促进公司从条块分割向集团化运作转变.从资源分散向优化配置转变,提高集团控制力的重要抓手。对于省级电力公司而言,如何从源头上做好综合计划的编制工作,对于实现综合计划的管控能力具有重要作用。文中分析了现有省级电力公司综合计划编制过程中存在的问题,提出了以核心指标分级优化平衡为指导思想的新的综合计划编制方法。并以某省电力公司综合计划编制为例,验证了本文所提出方法的科学性、合理性及可操作性。

Abstract:Comprehensive plan management is an important mean for State Grid Company to form group operation, intensive development, lean management and standardization construction. It is the important assurance to realize strategic objectives and development planning for SG Company, and the important grasper for promoting the change from compartmentalization to group operation, from resources distribution to optimal allocation, and improving the group control force. For the provincial power company, how to work better on comprehensive plan compilation from the headstream is most important to achieve the management and control ability. This paper analyzes the problems in the comprehensive plan compilation for provincial power company, proposes the compilation method based on core index classification of the comprehensive plan, and validates the scientific, rationality and operability of the proposed method with an example of the comprehensive plan compilation for a provincial power company.
