落实科学发展观首先要澄清模糊认识

落实科学发展观，必须强化全面发展的观念，历史地、辩证地、理性地看待GDP，不“唯GDP论”，但又突出重点，实现速度、结构、质量、效益相统一；必须强化协调发展的观念，不“唯中心论”，但又坚持以经济建设为中心不动摇，促进三个文明协调发展；必须强化可持续发展的观念，正确处理好当前与长远的关系，不唯“速胜论”，又不放松现阶段工作，统筹人与自然和谐发展；必须强化以人为本的发展观念，坚持立党为公，执政为民，不唯“物”论以实现好、维护好、发展好最广大人民群众的根本利益。

An Attempt to Clear up Some Vague Thoughts in Implementing the Scientific Development Outlook

In order to carry out the outlook on scientific development, the idea of all- round development must be stressed. GDP should be looked upon historically,dialectically and rationally. GDP is the important index of economy, but the other indexes such as speed, structure,quality and benefit should be unified into a whole; the idea of coordinated development should be stressed as well. The material civilization, spiritual civilization and political civilization should be promoted simultaneously while sticking to the hub of economic construction. The idea of sustainable development should not be ignored. The relationship between the present and the future should be handled correctly. Present tasks should not slacken, but immediate benefit should not be expected. The human being and the nature should develop harmoniously. Importance should be attached to the idea of humanism. Our Communist Party serves the public, and our government serves the people. The basic benefits of the people should be realized, protected and expanded.
