化学过程工业变更管理

化学事故历史调查表明变更管理(MOC)不当是导致重大事故的重要原因之一。为此,世界各国的化工行业的安全管理体系都已将MOC列为一个关键。针对化工行业的特点,提出了一个改进的化学过程工业的MOC详细流程。分析了由于变更管理不善而导致的化工行业的一些典型事故案例。并在对现有计算机辅助MOC系统分析的基础上提出了MOC集成系统。预测了MOC系统在我国的应用前景。

Management of change in the chemical process industry

Historical investigations on chemical accidents have shown that poor management of change(MOC) is a primary cause of severe accidents.Therefore,MOC has been considered as a key element in the health,safety and environment(HSE) management systems of the chemical industry in countries worldwide.In this paper,an improved MOC work flow for the chemical industry is presented aiming at the characteristic of chemical industry.Based on the analysis of typical accidents of chemical industry that were caused by poor MOC,and the existing computer-aided MOC systems,an improved MOC integrated system is presented.Finally,the prospect of implementing MOC system in China is forecasted.
