安徽省水资源开发利用的现状与思考

要解决安徽省水资源开发利用中存在的经济结构布局与水资源时空分布不平衡、水资源开发利用模式与水资源承栽能力不平衡、水环境恶化与建设生态省的要求不平衡、水资源管理体制与水资源及水环境状况不平衡等问题，必须坚持可持续发展水利的理念，强化水资源综合规划的约束力，强化水权与定额管理制度，加强水资源配置工程建设，采取有力的节水措施，加强水污染防治，坚持依法治水，实现城乡水资源统一管理，以水资源的可持续利用推动安徽经济社会的可持续发展。

Present conditions and thoughts on water resources development and utilization in Anhui Province

In order to find solutions for solving problems of unbalance between layout of economic pattern and distribution of water resources in time and space, water resources development and utilization model with bearing capacity of water resources, worsening of water environment and ecological province construction, water resources management system with water resources and water environment conditions, we must insist on the concept of sustainable development of water resources. Emphasis should be laid on comprehensive planning of water resources, water right and quota management, construction of water resources allocation projects, implementation of powerful water conservation measures, prevention of water pallution, water management according to law, integrated management of urban and rural water resources, so as to promote sustainable development of economy and society of Anhui Province by sustainable utilization of water resources.
