高校学生申诉工作的新特点新思路探析

摘    要:通过对全国20多所高校学生关于申诉问题的问卷调查、访谈和相关分析研究发现:普遍存在学生对高校缺乏充分的信任,高校对学生教育、管理和申诉处理方面存在形式比较单一、教育比较集中、措施不够到位,高校各职能部门在面对学生申诉时缺乏有效的沟通机制等问题。针对上述问题,我们认为,要建立校方与学生之间的信任关系;制定由教务处、学生处、二级学院等部门结合,对在校生进行系统、持续的法律法规和校规校纪教育的计划;建立处理学生与学校纠纷和申诉的协调机制;完善学生申诉的规范性文件和操作流程;充分发挥高校法律顾问、依法治校法律服务中心在对学生违纪处分前的介入作用。
