Study on the Strictest Water Resources Management and Optimal Allocation
Abstract:In order to analyze the optimal allocation of water resources under the constraint of "three red lines", a random factor obeying normal distribution was introduced into the inertia weight of particle swarm optimization (PSO) algorithm to improve the efficiency of the algorithm. Under the guidance of the most stringent water resources management system, taking the maximum social, economic and environmental benefits as the goals, a water resources optimal allocation model under the constraint of "three red lines" was established. Taking Yuhuan County as an example, this paper applies the algorithm to solve the optimal allocation model of water resources and recommends the optimal water resources allocation scheme, which provides the basis for Yuhuan County to optimize the direction of industrial transformation and upgrading with the goal efficiency optimization. The optimal allocation results show that it is reasonable and feasible to apply the PSO with improved inertia weight in the optimal allocation of water resources. The study results provide a new idea for the research of water resources allocation under the constraint of "three red lines".
Keywords:optimal allocation of water resources   three red lines   improved inertia weight particle swarm optimization algorithm   Yuhuan County
