| 摘 要： | 生态治理现代化是推进国家治理体系和治理能力现代化必不可少的一部分。现代化的生态治理体系是由政治保障体系、经济激励体系、文化价值共识体系和社会参与体系构成的完整体系。同时，生态治理体系和治理能力是一个有机整体，只有提高相应的治理能力，二者相辅相成才能形成最大治理合力。
