摘    要:本文通过低碳能源和高碳能源的价格互动性和相关性研究,提出了低碳能源和高碳能源价格均衡点分析模型(EPE分析模型);通过分析两类能源价格趋势线交叉点(均衡点)形成的机理,提出了增强低碳能源价格市场竞争力的政策选择的路径和方法:一是补差粘合法;二是改变斜率法;三是升降共调法,为能源政策的制定提供新的思路。

Research on Policy Options of Upgrading the Market Competitiveness of Low-carbon Energy Prices
Abstract:In the backdrop of the global response to climate change and high-carbon (fossil) energy price going up with volatility, this paper highlights the prospects of low-carbon (non-fossil) energy development. On the research of the interaction and relevance between low-carbon energy and high-carbon energy prices, it proposes the low-carbon and high-carbon energy price equilibrium analysis model (EPE analysis model) in the paper. By analyzing the principles of how two types of energy price trend line intersect to points (equilibrium), it put forward the methods and path of policy options to enhance the price competitiveness of low-carbon energy, that is, first, top-up and bonding; second, changing the slope; third, adjusting ascending and descending altogether. And then it provides new ideas to national energy policy.
