藏东南水电基地电力外送市场初探

本文通过对藏东南水电基地电力外送市场的选择,影响藏电外送的主要因素、外送规模、外送的技术经济可行性进行分析后认为:目标市场对藏东南水电的外送不产生根本制约,各主要目标电力市场接受西藏外送水电的市场空间会逐年增大。目前藏东南水电外送仍然受到包括跨区输电走廊建设、输电方式和电力供需、水电开发时序等多种因素制约。随着外送规模的扩大,藏东南水电基地的接续作用将逐渐显现。从技术和经济发展来看,尽管存在种种障碍,但未来藏东南水电基地电力的外送仍具有技术经济的可行性。

Tentative Analysis on the Market Demand for the Power Transmission from the South East Tibet Hydro-Power Base

This paper analyzes the options of markets for the power transmission from the South-east Tibet Hydro-Power Base, major affecting factors, the transmission scale and the technical and economic feasibilities. The findings include： the demand of the target marketplaces will not constrain the development of South-East Tibet Hydro-Power Base in the future. On the contrary, the space of the demand will gradually increase. Presently, the transmission of the power from Tibet is influenced by many factors. However, with the increase of hydro power transmission from the Tibet, the effect of it will become more and more obviously. The power transferring from the Tibet to outside markets still has the technical and economic feasibilities.
