论权力的程序控制

“以权力制约权力”与“以社会（权利）制约权力”是当代西方国家广泛采用的权力制约模式，但随着行政权力的扩大，这两种传统模式面临着挑战，以程序来控制权力的思想与制度设计就成为当代法治社会一个全新的景观。就我国而言，程序控权主要表现为完善我国的行政程序以对行政权力进行有效规控。

On Controlling Power with Procedure

"Restrict power with power "and "restrict power with right" is the pattern that the present Western countries adopts broadly to restrict power.But along with the administrative power's expansion,these two traditional patterns face challenging,and that procedure designed to control power become a new thought and system landscape.As far as our country is concerned,that procedure controlling power is to perfect administration of our country procedure to control administration power effectively.
