加快推进盐城水利现代化建设的战略思考

实现盐城水利现代化，是关系盐城长远发展的一项战略工程，是经济发展方式加快转变和人口资源环境协调发展的迫切需要。2011年以来，盐城市水利投资约93.81亿元，总量超过了“十一五”总投资，实施了盐龙湖、南水北调水源调整、沿海挡潮闸下移、海堤达标、中小河流治理、农村饮水安全、城市防洪、农田水利等一大批水利基础设施项目，为加快推进水利现代化建设奠定了坚实根基。结合实际，深入思考了科学规划引领、盐都试点带动、创新机制保障、基础建设支撑、规范管理保证、深化改革推动、人才队伍服务等加快推进的战略举措，努力走出一条具有盐城特色的水利现代化道路。

Strategic Thinking of Improving Modernization Process of Water Conservancy in Yancheng

Realizing water conservancy modernization in Yancheng,is a strategic project concerning the city′s long-term development,and is the urgent need to speed up the economic development mode transformation and environment coordinated the population development. Since 2011,Yancheng City has invested about 93.81 billion yuan in water conservancy,more than total investment number during the “Eleventh Five-Year”period.Based on that,implementing a large amount of infrastructure hydraulic projects,such as the Yanlonghu Lake project,water resources adjustment of the South to North Water Diversion Project and so on,which layed a solid foundation for improving modernization process of water conservancy in Yancheng.Combined with practices,the paper discusses some strategic measures,like scientific planning,pilot leading of Yandu District,building an innovative mechanism,constructing infrastructure projects,ensuring standardized management,deepening the reform,improving personnel service,to work out a Yancheng-characteristic water conservancy modernization road.
