汶川灾后恢复重建规划不能演变成城镇扩张蓝图

汶川灾后恢复重建规划中合理确定城镇规模，统筹城镇建设用地、农业生产用地和生态恢复用地是重要问题，本文明确指出了目前规划编制中建设规模扩大的问题，论证了城镇规模扩大缺乏客观条件的支撑，阐述了规模扩大对援建工作的影响，提出了核减规模的措施方法。

Wenchuan Post-disaster Restoration and Reconstruction Planning Should not Be A Blueprint of Urban Expansion

Determining a reasonable size of the  town and orchestrating the urban construction land, the agricultural production land and the ecological renewal land, are important problems in the restoration and reconstruction planning of Wenchuan after 5.12 Earthquake. This paper points out the problem of expansion of construction scale in the current planning making. It argues that the expansion of urban scale lacks of the support of objective conditions, and that  expansion of construction scale would have an impact on work. The paper proposes the measures and methods of decreasing the urban scale.
