区域建设用地集约利用评价研究—以西部地区海东市为例

土地节约集约利用是缓解建设用地与耕地保护矛盾的重要途径,城市土地节约集约利用评价是城市土地节约集约利用的重要基础。为协调西部地区经济发展与土地利用的关系,本文以海东市为研究对象,结合西部地区实际情况,以2010—2014年海东市统计年鉴和土地变更数据等资料为基础,根据《城市建设用地集约集约利用评价操作手册》构建评价指标体系。通过层次分析法和特尔斐法对海东市建设用地节约集约利用状况进行定性与定量评价,定性评价主要从人口、经济变化与建设用地变化情况来判断建设用地利用趋势;定量评价运用层次分析法对各级指数进行计算,最后根据集约总指数和海东实际情况判断建设用地节约集约利用等级。结果表明：I级有民和县,Ⅱ级有循化县、平安区、乐都区,Ⅲ级有互助县、化隆县,集约利用水平呈现出自东向西递减的空间格局。

Evaluation of Regional Construction Land Intensive Use: A Case Study of Haidong City

Intensive land use is an important way to alleviate the contradiction between land use and farmland protection, and the evaluation of urban land intensive utilization is an important basis for the economical and intensive use of urban land. To coordinate the economic development of the western region and land utilization, the Haidong city as the research object, combined with the actual situation of the western region in 2010 2014 Haidong City Statistical Yearbook and land change data as the basis, according to the "construction of evaluation index system for evaluation of intensive use of land intensive manual" city construction. By AHP and Delphi method to evaluate Haidong city construction land saving and intensive utilization of qualitative and quantitative, qualitative evaluation mainly from the population, economic change and construction land use change situation to determine the construction land use trend; Quantitative evaluation using the AHP to calculate the index at last, according to the actual situation of the intensive index and Haidong determine construction land saving and intensive use level. The results show that the grade I in Minhe County, Xunhua County, a grade II peace zone, Ledu District, with grade III in Huzhu county and Longhua County, the intensive use level gradually from east to west by the spatial pattern.
