| Abstract: | The requirement for cost engineers was analysed in terms of the special features of cost engineering and the professional features of cost engineers.It is proposed that a stimulating mechan-ism of material impetus and social recognition be constructed;that a risk constraining mechanism be formulated that involves responsibility accountability system,credit evaluation system and profes-sional self-discipline system. |
