| Abstract: | Based on the definition of network outage, it analyses the causes, which result in network outage, and its propagation mechanism. Then, it provides the characteristics of network outage and its classification. Finally, it proposes a framework of outage measurement for telecommunications network. This new framework should be practical, which need verifying in the network operation. |
