| 摘 要： | 结合太湖流域1999年的洪水灾害，阐述了洪水灾害的损失分类，分析指出太湖流域1999年的洪灾为巨灾，指出太湖流域应制定超标准洪水的应急预案，以减少局部受淹城区的洪灾损失。

| Abstract: | Based on the flood disaster of Taihu drainage area in 1999,this article expounds the losing classification of flood disaster.By analyzing the flood disaster of Taihu drainage area in 1999,this article points out that it is a huge disaster,and points out that we should constitute contingency plans of above-norm flood in Taihu drainage area in order to reduce the losing of flood disaster in partial flooded city zone. |
