民间金融体制的完善与深化改革研究

金融体制是决定金融秩序的制度规范,民间金融是我国金融体制的重要组成部分。多年来我国的金融体制改革忽略了民间金融体制改革,主流金融改革落后于民间金融的特点与需求。由于民间金融作用的两面性,不完善的民间金融体制诱发了民间金融的负效应。在行政管制与市场经济并行体制之下,民间金融处于典型的"一放就乱、一管就死"的境地。民间金融的法制化、阳光化需要深层次的制度改革,是当前金融体制改革的一场攻坚战。当前要切实深化民间金融体制改革,将民间金融体制改革纳入主流金融体制改革体系当中,使民间金融改革同步于主流金融体制改革,避免因民间金融的不规范而诱发金融风险,对整个金融体制产生冲击。同时,要结合民间金融特点,深化民间金融的监管体制、利率体制,投资主体客观体制,从而使民间金融成为经济发展有力的推动力量。
