| 摘 要： | 区域自主创新联盟的动力应当包括内驱力和外驱力两个方面，分别对两种驱动力进行了解析，并从构筑联盟合作的共生愿景、构建联盟合作的规范机制、建立市场导向的合作创新模式等三个方面探讨了内驱力的构建，从培育联盟合作的区域创新文化、推动区域企业战略层面的创新合作、形成鼓励创新合作的区域创新政策和产业政策、积极推动区域创新合作服务平台建设等四个方面探讨了外驱力的构建。

| Abstract: | The driving force of regional independent innovation alliances should include two aspects of in- ternal driving and external driving force. The symbiotic vision to build alliances, the regulatory mecha- nisms, and the market driven collaborative innovation models are studied for the construction of the internal driving force. The cultivation of the alliances＇ regional culture of innovation, the promotion of innovation and cooperation of the regional strategic levels, the formation of regional innovation policy and industrial policy to encourage innovation and cooperation, and the active promotion of regional innovation co-opera- tion service platform are also studied for the construction of the external driving force. |
