现有体制下长输管道概算转清单程序设计方案研究

长输管道概算转清单程序设计方案能够解决估算、概算与清单、结算的对比分析,通过信息化手段建立一座连接"桥梁",通过这座"桥梁"实现全过程造价管理。文章以管道组装焊接为例,根据概算细分项和标准清单项对应的关系,采用概算的工作分解结构(WBS)、概算单体细分项、清单分项、转换比例四种转出方法来实现管道组装焊接的概算转清单设计。概算转清单设计将企业概算规定内容与国家标准工程量计价清单相关项目成功对接,有利于长输管道全生命周期的投资控制和后续的招标、采购及竣工决算管理。
