| 摘 要： | 当前能源市场的发展,既需要发挥市场调节的作用,也需要进一步加强政府的有效管理.那种在经济体制改革中,一味强调市场作用而忽视政府管理的认识是片面的.从理论和现实两个方面分析了当前我国能源市场存在的问题,认为政府的有效管理是能源市场完善必不可少的外部条件.美国在政府节能管理方面有着许多成熟经验.借鉴美国的经验,可以使我们进一步明确加强政府对能源市场有效管理的路径.

| Abstract: | It needs to display market regulation functions and also needs to strengthen government effective managements further in current energy market's development.That understanding in economic restructuring has emphasized constantly market's functions but neglected government's managements is one-sided.From two aspects of theory and reality,recent existed questions in our country's energy market were analyzed,and the result shows that government's effective managements are improving essential external conditions of energy market.US government has much successful experience in saving-energy managements.Modeling from their experiences,we can find more clearly ways of strengthening government's effective managements in energy market. |
