征地的经济学分析与中国征地制度的改革

征地制度改革是中国当前的热点问题。引入交易成本、公正补偿等理论对征地制度进行了经济分析。中国现行的征地制度为经济做出过积极贡献,但随着社会主义市场经济的发展,其存在的公共利益界定不明确,征地程序不健全,征地补偿取决于土地用途,土地价值增值归属不清晰等缺陷日益突出,为此,必须加快立法,建立土地的市场交易体系来保障农民的权益,实现稀缺的土地资源效率最大化。

Economic Analysis And Reform of Land Exploration in China

The current land exploratin reform is a hot issue.The paper analyzes the current land exploration system from transaction costs,just compensation,states that the existing land exploration system,which makes positive contributions for economy,but with the development of the socialist market economy,there are some problems exsiting,such as,no clear public interest,imperfect land exploration program,land compensation depending on land use,no clear land ownership,and so on.Therefore,it is necessary to speed up legislation,establish a land market transaction system to protect the rights of farmers to achieve maximum efficiency of scarce land resources.
