核电厂放射性流出物监督性监测工作的一些探讨

简要概述了国内核电厂放射性流出物现行有效的法规、标准和要求,结合我省多年来对核电厂环境监测的实际经验,分析了环境保护主管部门监督性监测工作中存在的问题,并提出尽快制订放射性流出物监督性监测技术导则和流出物浓度排放标准,建设放射性流出物监测实验室、海水连续监测系统等建议,进而规范核电厂放射性流出物监督性监测工作,为政府监督和环境管理提供技术支持,保障核电厂厂址周边环境和公众安全。

Discussion on Supervisory Monitoring of Radioactive Effluents from Nuclear Power Plants

This paper outlined current regulations and standards on NPP radioactive effluents monitoring in China.Combined with NPP environmental monitoring practices over the years in Jiangsu Province,problems existed in the process of supervisory monitoring were discussed.The author proposed such as the establishment of guidelines on supervisory monitoring of radioactive effluents, emission standards for outflow concentration,effluent monitoring laboratories,continuous monitoring system for seawater to regulate radioactive effluents supervisory monitoring in NPPs and provide technical support to the government’s supervision and environmental management ensuring the safty of public and environment around the nuclear power sites.
