摘    要:在电力市场环境下,无功服务是维持系统安全运行和保证有功交易顺利实施的一项重要的辅助服务。对无功源的价值进行合理评估有利于为无功辅助服务定价奠定适当的基础,并提供正确的经济信号,以期对无功规划和无功调度进行指导。现有的评估无功源价值的方法多以单一的系统运行状态为基础,无法适当计及无功源的价值随系统运行状况的变化,这样得到的结果不够全面和准确。在此背景下,文中从无功对系统电压支持的角度出发提出了一种计及多种可能运行方式的无功价值评估方法,综合考虑了各种可能的系统运行方式出现的概率、各种运行方式下系统的电压情况和各无功源对负荷节点的电压支持效果,从而能够更加全面、合理地对无功源的价值进行评估。以IEEE14节点系统为例对所提出的方法做了说明,并对结果进行了分析与讨论。

Abstract:In the electricity market environment,adequate reactive power support service has to be procured so as to facilitate active power transactions and maintain the system security.Reactive power produced by differently located suppliers may have different effects on the system economics and security,and hence it is necessary to evaluate the'value of reactive power support service so as to provide a solid foundation for reactive power pricing and guidance for reactive power planning and dispatching. Existing research work on this subject is mainly based on a deterministic operating scenario and cannot properly reflect the values of reactive power resources when many plausible system operation scenarios may occur.In order to make a comprehensive valuation for reactive power support service for such cases,a method based on voltage sensitivity is proposed from the perspective of voltage regulation.The IEEE 14-bus system is used to illustrate the proposed method,and some interesting results are observed and discussed.
