本文从美加停电事故出发,分析了美国目前电力管理的体制,探索我国下一步电力体制改革的前车之鉴,即电力管理体制的运行效果可能直接导致大停电事故的发生。因此,对由管理体制决定的电力公司经营、政府管制政策整合、输电融资渠道、电力市场营销和对消费者利益的关注等等方面应进行重新审视以便进一步推进改革。

Review Management System Reform of Electricity in China through Power Failure in US and Canada

This paper studies how to prevent power failure so as to take precautions against chaos, and how to thriving on it?Therefore, we must make a research on the management system of electric power industry, its efficiency and effectiveness. It thinks that this is an essential element to cause the power crisis. It is important factors that business of power company, government’s regulations, grid, electric power marketing, and consumers’benefits should become the components of China’s power industry police.
