| 摘 要： | 根据群决策的特点，按照集议决策的习惯程序，提出了一种充分发挥集议决策优势的群决策方法，通过充分的讨论和广泛的交流，使各专家行为有效集结。最后由运筹专业人员利用ＴＯＰＳＩＳ法对行为集结的最后结果进行数学集结，较好地做到了决策在定性和定量上的定集成。

| Abstract: | As for decision-making of the scheme. this article puts forward a method of group de- cision-making that can enough exert advantage of group decision-making according to custom process of group decision-making and characteristic of group decision-making. Through enough discussion and comprehensive communion. all expert behaviors can be concentrated effectively. In the end. operations research career men concentrate the final result of behaviors concentration (decision-making matrix), and preferably achieve synthetical integration of decision-making qualitatively and quantitatively by using of TOPSIS algorithm. |
