摘    要:"排降蓄灌"是生态水利,有多种组合形式.黑龙江随着打井种稻的兴起,形成"灌降排蓄"形式水利,使黑龙江省"排降蓄灌"生态水利建设产生重大突破.但受黑龙江自然条件,尤其地处高寒地区特殊性影响,使"灌降排蓄"水利受到限制,还必需发展"排降蓄灌"形式生态水利,才能实现黑龙江全面的"排降蓄灌"生态水利,从而支持实现农业标准化生产和机械现代化.应尽早把以"降"为目标的地下排水提到黑龙江水利建设的日程,加强这方面研究,才能全面建成黑龙江"排降蓄灌"生态水利,实现水利现代化和农业现代化.

Abstract:The DDSI water conservancy is ecological water conservancy, which appears in different forms. With the booming of drilling well to planting rice in Heilongjiang Province, the IDDS water conservancy came into being. In this article, the authors argue that the DDSI water conservancy is the most ideal ecological water conservancy, But, influenced by the natural conditions, especially the particular characteristics of Heilongjiang Province,s location in high-cold area, the IDDS water conservancy suffered restriction. So, we must develop the DDSI ecological water conservancy to realize the agricultural standardization and mechanical modernization. The authors appeal that the underdrainage aiming at lowering of water level should be put on the agenda of water conservancy construction in Heilongjiang Province and research on this subject should be enhanced, only in the way we can fully develop ecological water conservancy and realize modernization of agriculture and water conservancy.
