| 摘 要： | 清洁发展机制(CDM)是在人们对环境问题的深刻认识基础上发展而来的,是《京都议定书》中三种灵活机制之一。清洁发展机制的目的是鼓励发展中国家参与温室气体减排活动。介绍了清洁发展机制的发展形成、清洁发展机制的双赢性、清洁发展机制的项目周期以及清洁发展机制的基准线和额外性的研究现状,有助于我们对于清洁发展机制的进一步了解。同时指出供热、热电联产领域内有待解决的清洁发展机制问题。

| Abstract: | Clean Development Mechanism (CDM) is developed on the basis of the profound cognition of the environmental problems.It is one of the three flexible mechanisms of the Kyoto Protocol. The aim of CDM is to encourage developing countries to make efforts to the greenhouse gas (GHG) reduction. This paper reviews the development of CDM, including the win-win characteristic of CDM,the CDM project cycles, and the state-of-the-art of the baseline and the additionality of the CDM The review is helpful for us to comprehend the CDM. Furthermore, this paper highlights the CDM problems which need our attention urgently in the fields of heating and combined heat and power generation. |
