在回顾控制性详细规划发展历程的基础上，分析了当前控制性详细规划所面临的困难和产生原因，提出进一步加强控制性详细规划的科学性是提升控制性详细规划在规划管理中作用的关键之一，要进一步理顺控制性详细规划与土地管理、专项规划、城市设计的关系，并就此提出了具体的应对措施。

Harmonize Relationship,Corporate Administration, Control Scientifically improve the function of the regulatory detailed planning in the planning administration

Based on the review of the development course of the regulatory detailed planning, this paper analyzes existing problems in the formulation and implementation of the regulatory detailed planning. Strengthening the scientiflcalness of the regulatory detailed planning is one of keys to perform a significant function in the planning administration. It＇s important to harmonize the relationship between regulatory detailed planning and land management, special topic planning, urban design. Finally, this paper proposes some suggestions to solve these problems.
