漳卫南运河水资源与水环境存在问题及管理对策

通过对漳卫南运河水资源与水环境调查资料进行分析,表明漳卫南运河正面临断流加重、多种污染物严重超标、地下水超采、水污染纠纷频发、水利工程老化失修等多种问题.分析了漳卫南运河水管部门存在的管理漏洞.认为管理手段落后和管理机制缺陷制约着漳卫南运河整体管理水平的提高,提出解决这些问题必须从经济、技术、法制各方面对漳卫南运河进行统一管理.最后,着重论述了漳卫南运河近期需要进行的重点工作:水污染物排放量的削减、加强城市污水和垃圾治理、农业面源及养殖业污染治理、洪水资源化、饮水工程建设、加强环保宣传教育工作和建立节水机制.
