抽水蓄能电站智能作业安全管控系统设计与应用研究

摘    要:针对当前抽水蓄能电站尚未形成系统化、智能化站内作业闭环管控体系,缺乏针对生产活动中作业人员的有效技术管控手段,导致人为事故多发,难以满足当前智能电站的建设和发展问题,设计建立平台化、网络化、智能化的智能作业安全管控系统平台,通过技术手段将抽水蓄能电站运维作业中的两票管理、临时接地线管理、安全工器具管理、二次压板管理等各个环节纳入该系统进行管控,实现抽水蓄能电站运维工作的智能化,保证电站常规作业安全。为验证所设计系统的有效性,将该系统布置应用于深圳抽水蓄能电站,应用效果表明,该系统能有效提高工作效率、降低运行成本及运维作业安全风险,为电站安全稳定运行提供保障。

Abstract:Currently,the pumped-storage power stations have not yet formed a systematic and intelligent closed-loop management and control system for in-station operations.Besides,it lacks effective technical control methods for operators in production activities,which always results in frequent human accidents.It is difficult to meet the requirements of current construction and development of smart power stations because of these shortcomings.In order to solve this problem,a platform-based,networked and intelligent operation safety management and control system platform is proposed that uses technical means to manage the two-ticket management,temporary grounding line management,safety tool management and secondary pressure plate management in the operation and maintenance of pumped-storage power station.This system realizes the intelligent operation and maintenance of pumped-storage power station and ensures the safety of routine operation of the power station.In order to verify the effectiveness of the designed system,the system is applied to Shenzhen Pumped-storage Power Station,and the application shows that the system not only effectively improves work efficiency,but also reduces operation and maintenance costs,which provides protection for power supply safety.
