分析以往工程管理模式存在的问题,指出"代建制"管理模式与传统工程管理模式的区别,并对此种管理模式在运行过程中可能出现的问题做进一步探讨,从而完善代建制管理的方法及管理程序的进一步优化。

Discussion on government invested constructing item instead-building system

This article analyzes the problems existed in project managing modes,points out the differences between instead-building system managing mode and traditional project managing mode,and discusses the problems which could appear during the operating process of this managing mode,so as to improve the methods of instead-building system managing methods and the further optimization of managing procedures.
