小型农村水利工程的改革方向探讨

针对小型农村水利工程在发展农业生产和改善农民生活中的重要地位和作用，探讨了小型农村水利工程改革的主要方向。以宁夏青铜峡灌区的农民用水协会为例，提出了小型农村水利工程改革要以组建用水合作组织、明晰工程所有权为核心，以采用多种形式灵活管理为主要内容，以推行以农指农、一水多制为改革保证。

Research on the Rural Small-sized Water Conservancy Project Reform

The Rural Small-sized Water Conservancy Project Reform is an effective guarantee to promote construction of agriculture, rural areas and farmers. This paper discusses the main orientation of the rural small-sized water conservancy project reform focusing on the important position and role of the rural small-sized water conservancy project in promoting agricultural production and improving farmers＇ livelihood. Taking the Farmers＇ Water Consumption Association in Ningxia Qingtongxia irrigation areas for example, this paper proposes that the rural small-sized water project reform should focus on the foundation of water consumption cooperation organization and clarification of the project ownership, take multi-style flexible management and promote the reform objective of guiding the agriculture by farmers and one water for different purposes.
