摘    要:“水利信息化顶层设计”对解决水利信息化建设过程中的全局性、系统性问题意义重大,其成果为水利信息系统“统一技术架构、强化资源整合、促进信息共享、保障良性运行”提供必要的技术与管理依据。“顶层设计”从避免重复建设,促进资源共享和强化业务协同的角度,将水利信息化综合体系中的“基础设施、业务应用和保障环境”3个部分,细化为“水利信息化保障、水利信息系统运行环境、信息采集与工程监控、资源共享服务和综合业务应用”5个管理分类,对水利业务和水利事务进行了定义与划分,统一定义了应用域、协同、域内系统和域间系统的基本框架,明确了水利信息系统各主要部分的基本技术条件与约束,为近期水利信息化实施“统一技术标准、统一运行环境、统一安全保障、统一数据中心和统一门户”奠定了技术和管理基础。

Abstract:"Top-level design about water resources informatization" has a great significance m solving overa, and systematic issues, whose achievements can provide necessary technical and management basis for unifying technical framework, strengthening resources integration, promoting information sharing and ensuring good operation of system. From the point of view of avoiding redundant construction, promoting resource sharing and strengthening business collaboration, three parts of water resources informatization comprehensive system--infrastructure, business application and environment protection--are finely divided into five management classifications: water resources informatization protection, water resources information system runtime environment, information acquisition and project supervision, resources sharing service, comprehensive business application. It gives definitions to and makes division for water resources business and water resources affairs, also gives unified definition to basic framework for application field, collabration, domain system and inter-domain system, points out basic technique condition and constraint for major parts of water resources information system, which lays technology and management foundation for carrying out unified supervision and management of technical standard, operation/runtime environment, safety control, data center, portal for water resources informatization in the near future.
