| 摘 要： | 针对当前水利建设项目资金管理比较混乱,内控制度不健全,财务监管严重弱化,在资金使用管理上出现挤占及挪用、私设"小金库"等问题,提出对水利重点工程项目资金管理实行财务委派制,强化财务监管职能,从而防止资金流失,提高资金使用效益和从源头上遏制水利工程建设领域违法违纪行为的发生.

| Abstract: | Many construction enterprises make mistakes in bidding process due to the lacking of experiences, which result in a lot of wastes of money and time for preparing the bidding documents. In order to avoid mistakes in the preparation of bidding documents, it is necessary to study the laws and regulations related to bidding process and research bidding documents. Moreover, responsible persons should be appointed for specific tasks and leave more time for preparation within the deadline of submitting bidding documents. |
