| 摘 要： | 从依法治国的基本方略、防汛防旱防风法制体系完备和广东省防汛防旱防风工作存在问题等三个角度论述了广东省开展防汛防旱防风条例立法工作的必要性和紧迫性,明确了开展立法工作的基本思路,提出了条例应包含主要内容的构想,并对人员转移和基层三防能力建设等关键问题进行了探讨。

| Abstract: | The significance and urgency of legislation on flood and typhoon control as well as drought relief is discussed from three aspects of implementing basic strategy of law-based governance in China, improving legal system for flood and typhoon control as well as drought relief, and finding solutions for solving the existed problems. The basic principle for legislation is clearly defined; main contents of relevant regulations are proposed; suggestions are raised for relocation of affected population and capacity building of the local people. |
