从功能溢出到制度平衡:长三角区域整合辨析

从区域整合理论中的新功能主义、新制度主义视角分析了1980年代以来长三角地区的区域整合历程及整合效果。认为长三角地区区域整合是由基础设施建设的合作“溢出”到其它“经济部门”,然后到“政治”甚至是“制度领域”。然而,缺乏制度平衡的政府间主义加速了“溢出”效应的边际递减,使得区域整合中的“溢出”大多发生在“低门槛部门”,而在“高门槛部门”只能是艰难地循序渐进。在基于功能溢出视角对长三角区域整合历程与效果进行分析的基础上,从新制度主义入手,简要地阐述了长三角区域整合的未来之路——走向制度平衡。

FROM FUNCTIONAL SPILL-OVER TO INSTITUTIONAL BALANCE: THE PATH OF REGIONAL INTEGRATION IN THE YANGTZE RIVER DELTA

Based on the theories of neo-functionalism and neo-institutionalism in regional integration, the process and effect of the integration in the Yangtze River Delta since 1980s has been analyzed. It is argued that the integration of the Yangtze River Delta started from the cooperation in infrastructure at the beginning of 1990s, and then spilled over to other economic sectors such as tourism and education, after that, spilled over to the political and even institutional field. However, imbalanced institutional constraints among different government intensify the decrease of the spill-over marginal utility, so most of the spill-over happen in the fields of low threshold. Finally, from the perspective of neo-institutionalism the future road for the regional integration in the Yangtze River Delta is briefly outlined, i.e. towards institutional balance.
