| 水库水权的稳定性与水权效率探析 | |

| 摘 要： | 通过对水库水权不稳定的效率损失分析,总结出水库水权边界模糊,产权份额分配不清,受自然因素影响,水权收益不稳定4个方面因素导致水权不稳定。研究表明,水权界定明晰,用水者水权稳定,是提高水权效率的重要前提,并提出稳定水库水权的相关政策建议。 |

| Abstract: | This article analyzed the inefficiency caused by the unstability of water rights,and summarized the four factors.The research indicated,the stability of water rights is important for improving the efficiency,and the author put forward the responding suggestions. |
