国际化城市打造中的公共文明建设——以政府执行力提升为视角

公共文明是一个城市软硬环境的集中体现和升华,现代国际化城市的一个核心标志就是具有高度的公共文明。在打造国际化城市的过程中,各地虽已认识到公共文明的重要性,但对如何建设却没有清晰的思路和可靠的手段。本文认为,无论是对市民个人道德素养的改造,还是通过严刑峻法规范市民行为,都需政府执行力的提升来配合完善。否则相关举措要么强硬僵化,民意支持不足;要么流于形式,持续性不强。在对照国外经验的基础上,本文详细分析了制约公共文明建设的几个政府执行力问题：民意凝聚不足、执行人员素质偏低、政策法规过于笼统和对多元主体动员协调的能力差,并在基于此提出了针对性的系统举措。

The Construction of Public Civilization in the Process of Building International Cities---From the Perspective of Elevating Government Executive Ability

Public civilization is an embodiment and sublimation of urban environmental constriction and a key landmark of a modern international city. In the process of building international cities,various regions have realized the importance of public civilization,but there is no clear thought in how to construct public civilization and they haven＇t reached a consensus on it. The article suggests that whether from the perspective of promoting citizens＇ ethics quality or with the help of draconian laws to regularize public behavior,they both need the elevation of government executive ability to make these methods more effectively. Otherwise these measures will be rigidified as a result they can＇t be endorsed by public,or they can＇t continue for a long time. By reference to relevant experiences of other international cities,the article lists some problems about the governmental executive ability in the construction of public civilization,such as the low ability to master the public opinion,the poor quality of the law enforcement personnel,the incomplete policies and regulations and one- dimensioned subject of policy execution and its poor coordination ability. Based on the problems mentioned above,the article proposes some targeted measures.
