南水北调东线南四湖水资源管理体制探讨

分析南四湖水资源管理的现状和存在问题,从管理模式、机构职能、运行机制等方面研究了南四湖流域的水资源管理体制.为解决南四湖水资源管理中的问题,保证南水北调东线北调水量和水质,必须改变南四湖水资源分割管理的局面,建立流域统一管理和行政区域管理相结合的管理新模式,成立流域协调管理委员会,实现水资源的高效管理.

Discussion on water resources management system for southern four lakes on east route of South-to-North Water Transfer Project

The current situation of and some problems in water resources management of the southern four lakes were analyzed. From the angles of management mode, structure and function, and operation mechanism, a discussion was made on the water resources management system for southern four lakes. It is proposed that a new water resources management mode of the river basin unified management combined with the mode of administrative district management and a coordinating committee for river basins should be developed, so as to solve the existing problems, ensure the water quantity and water quality supplied by the South-to-North Water Transfer East Route Project, and to realize the high efficiency of water resources management.
