对水电工程农村移民养老保障安置方式的再认识

我国水电工程大都处于西南地区高山峡谷地带,农村移民多,耕（园）地资源匮乏,移民安置环境容量严重不足,传统的大农业安置方式受到客观环境制约。对农村老年移民进行养老保障安置,可减少移民安置对耕（园）地资源的需求量,降低移民生产安置的难度,开辟移民安置新途径。近年来,我国社会养老保险政策逐步健全,加上养老保障安置待遇相对较低等原因,移民选择养老保障安置的积极性逐年降低,通过对比分析及案例分析的方法对水电工程移民养老保障安置进行再认识,建议按照国家社会养老保险政策设计移民养老保险模式,或者取消养老保障安置方式。

Discussion on Resettlement Scheme with Pension Insurance for Rural Migrants in Hydropower Projects

Most of the hydropower projects in China lie in southwest mountainous areas. A large number of rural migrants are to be resettled due to the hydropower development. While,the environmental capacity for resettlement is of serious shortage as cultivated land resources are limited. Traditional agricultural resettlement scheme is thus infeasible.In this case,the resettlement scheme with pension insurance is considered to be a feasible way without the requirement of land resources. However,the pension in this scheme is relatively low. With the gradual improvement of social pension insurance,such scheme becomes much less attractive. In this paper,the resettlement scheme with pension insurance for rural migrants due to hydropower projects is discussed with comparative analysis and case studies. Suggestions are made that the pension insurance for migrants should follow the social pension insurance policy. Oherwise,it should be abandoned.
