摘    要:广州瑞明电厂刚完成2号机组的扩建投资,原投资没有考虑烟气脱硫项目。瑞明电厂决定,采用BOT模式建设烟气脱硫项目。由广天明公司投资建设瑞明电厂烟气脱硫项目,建设期2年,运营期10年。特许期结束后,项目无偿移交给瑞明电厂。在项目运营10年中,瑞明电厂每年向广天明公司支付相应的烟气脱硫费用。为了降低造价,缩短工期,该项目由广东省电力设计研究院以EPC方式总承包,国外有经验的承包商提供技术支持并供应部分关键设备。

Abstract:Guangzhou Reiming Power Plant has finished the investment on expansion of No.2 unit without consideration for investment on FGD project. The plant has decided to apply BOT mode for construction of FGD project. Guangdianming Company will invest to construct FGD project in the power plant with construction terms of 2 years and operation terms of 10 years. After completion of concession the FGD project will be transferred to Reiming Power Plant freely. During operation terms of 10 years the power plant will pay the corresponding FGD fee to Guangdianming Company. In order to reduce the cost and construction schedule Guangdong Provincial Electric Power Design Research Institute is the general contractor for the project in way of EPC and foreign experienced contractor will supply with technical assistance and key technical equipment partially.
