我国通信光缆质量问题成因研究

目前我国通信网络大部分都采用光缆通信,随着通信需求规模进一步扩大,光缆需求量不断增加,光缆质量也显得日益重要。本文从政府监管部门、运营商、光缆厂商、运营商和光缆厂商的关系几个方面对通信光缆质量问题产生的原因进行分析,最终得出运营商招标体系不完善是光缆质量问题的根本成因,因此要对运营商招标机制进行完善,改变纯价格导向体系,引入光缆质量信息,同时完善光缆质量标准,加强政府监管,平衡运营商和光缆生产企业间的竞争力量,实现光缆产业的健康可持续发展。

Study on the causes of the telecommunication optical cable quality problems

Nowadays, the telecom network is mostly made up of the optical cables. As the expand of the communication demand, the demand of the optical cables increased. The quality of the optical cable is becoming more important. The paper analyses the causes of the optical cable quality problems from such aspects： the government, the operators, the optical cable producers, the relation of the operators and the optical cable producers. The key factor that effects the quality of the optical cable is the biding mechanism. In order to improve the optical cable quality, the operators should improve the biding mechanism, change the pure price-oriented system; the government should complete the standards of the optical cable, balance the strength of competition between the operators and the optical cable producers, achieve the sustainable development of the cable industry.
