| Abstract: | This paper argues for adherence to democratic governance to cope with frequent occurrence, sensitivity and vulnerability of avoiding function of risk factors showing in the current CPC ruling risks. Democratic governance might serve as a basis for identification of the ruling risks,provide methods for enhancing ruling risks awareness, and power for eliminating the ruling risks. |
