充分利用雨水资源 改善黄土高原植被

黄土高原降雨量少，分布不均，暴雨强度大；加之地形多山地高原，黄土结构疏松，抗侵蚀力弱，形成了易于侵蚀冲刷的地形。受气候的变化和人类活动的影响，黄土高原的天然植被受到破坏，草原界线南移。缺乏水分是黄土高原植被难以恢复的首要条件，土壤水分亏损，形成干土层，致使人工林草难以成活。必须利用一切措施拦蓄雨水，提高雨水利用率，实施径流林（草）业，加强领导，依靠科技进步，加强管理以改善和建设黄土高原的植被。

Fully Utilizing Rainfall Resources and Improving Vegetation in Loess Plateau

The precipitation in the loess plateau is not much, uneven distribution and strong storm intensity. In addition to the topography of mountainous plateau, loose and erodable soil structure, forming the topography of easy to be eroded and scoured. Due to the climate changes and effects of human activities, the nature vegetation of the loess plateau has been destroyed and the boundaries of grasslands moved southward. Little moisture of the loess plateau is the premier condition for difficult vegetation recovery.
