| 摘 要： | 当电力市场改革发展到一定程度之后,有必要建立电力市场评价体系以反映市场的运营状况、对市场的绩效做出合理的评估,以引导电力市场的健康运营.为此,详细介绍了欧洲电力市场所采用的评价体系,阐明了其评价体系框架,并着重从市场竞争指标、非竞争领域指标和市场可持续发展指标三个方面进行了阐述.总结了53个定量和定性描述的指标,这些指标既考虑了市场的短期运营情况,又能反映市场的长期发展状况.欧洲电力市场评价体系对建立我国的电力市场评价体系有着重要的借鉴作用.
