| 摘 要： | 清洁发展机制(CDM)是根据联合国《京都议定书》建立的一种创新性的国际合作机制,核心是鼓励发达国家与发展中国家开展气候保护合作项目,获得由项目产生的"核证的温室气体减排量(CER)"。实施此类项目可以通过吸引额外资金和先进技术促进经济发展。甘肃黑河水电公司在国际小水电中心的指导和带动下,黑河小孤山、二龙山、大孤山三座中型水电站成功运作CDM项目,使公司既增强了整体实力,又积累了项目建设的丰富经验,获得了显著的经济和社会效益。
