川气东送建设工程效能监察的经验与启示

对川气东送建设工程这样的重大工程开展效能监察，应该抓住投资计划的落实、设计方案的规范化、施工队伍的选拔，物资的采购和供应、施工进度的控制、竣工结算的审核、工程的监理监督、工程变更管理等环节，克服部分职工监察意识薄弱、工作量大、专业要求高、执行难度高等问题，从建立监察工作网络、建章立制、开展宣传教育、点面结合开展监察工作等几个方面加强效能监察工作。

Experience of Efficiency Supervision on the Sichuan -Eastern China Natural Gas Transmission Project and Some Inspirations

In carrying out efficiency supervision on the highly important Sichuan - Eastern China Natural Gas Transmission project, SINOPEC should focus its efforts on the following aspects： delivery of investment plans, stan- dardization of design schemes, selection of construction force, procurement and supply of materials, construction progress control, audit of settlement, inspection of projects, and change management of projects, and should properly address the problems like lack of awareness of the supervision initiative among some employees, high workload, high professional requirements, high difficulty in implementation, etc. In addition, efforts should be made to improve effi- ciency supervision by establishing a supervision work network, developing regulations and systems, carrying out pub- licity and education activities and combining work on key points with that in other areas.
