摘    要:最低工资制度保护的是低端劳动力的利益。然而,由于种种原因,我国东西部经济发展很不平衡,从而使东部城市的最低工资水平比中西部农村的平均收入水平要高。低端劳动力市场在城市低端劳动力和流动的外来农民工之间存在差别,使二者的劳动力价值不等;在工资水平上,歧视农民工现象也屡见不鲜。低端劳动力市场均衡的结果,使得用人单位从节约人力资本考虑,其预期支付的工资水平必然低于政府制定的最低工资标准,而高于外来务工人员在中西部本地的平均收入水平,导致最低工资制的执行效率非常低。

Abstract:Minimum wage system protects the low-grade laborers' benefit. But because of the extremely imbalance of economic development in China, the standard minimum wage in eastern cities is more than the average wage in the middle and west rural area. Meanwhile,the low-grade labor force market contains two parts: urban low-grade laborers and rural low-grade laborers. They don't have the same value. The balance of low-grade labor force market makes the wages paid by the employers less than the standard minimum wage formulated by the government and more than rural laborers' average income,which leads to low efficiency of carrying out minimum wage system. It will also sacrifice the welfare of society and be unsuitable for the formation of harmonious social structure. Due to the above facts,it is necessary to analyze the issue.
