"挂靠约束"与民办高校的社会资本积累

本文通过两个案例研究,认为教育行政部门通过处于行政纵向约束系统的末端的“挂靠约束”,在民办高校与政府部门之间建立了一种行政隶属关系,从而掌握了民办高校生存和发展的大量资源和空间,使之极力与政府部门建立特殊的信任关系,索取必不可少的政策资源。这不仅损害了民办高校已有的社会资本的自然积累过程,而且也说明通过个人的人际关系而建立起来的政府部门与民办高校之间的特殊信任关系,并不能真正成为民办高校的社会资本。

The "Adjunct Control" in the Administration Longitude System and the Social Capital Accumulation of Non-Governmental Colleges

Based on a study of two cases,this paper reaches the following four conclusions.First,the educational administration sections establish a subject relationship between non-governmental colleges and government branch through the "adjunct control" located at the bottom of the giant administrative vertical control system.Second,they are in charge of the resources and room for the existence and development of those colleges.As a result,the non-governmental colleges neglect their own social capital accumulation;instead,those colleges make great efforts to create special trust between the government and themselves,and then ask for the needed policy resources.Third,the "adjunct control" not only makes people distrust the educational administration sections,but also stimulates the speculation of some people and some organizations.Finally,those colleges rely on the government,and lose their "self-confidence" and "self-dependence".This behavior damages the natural accumulation of social capital of those colleges,and it also proves that this special trust constructed through interpersonal relationship will never be the real social capital of the non-governmental colleges.
